refactor(workflow): 工作流模块改由 ConditionalOnWorkflowEnabled 条件装配

- 移除启动类手工 ComponentScan 排除与 WorkflowModuleConfig、
  WorkflowEnvironmentPostProcessor、spring.factories 自动装配配置
- 新增 @ConditionalOnWorkflowEnabled 注解，按 flowable.enabled 决定工作流模块是否生效
- 启动类回归 @SpringBootApplication，各配置属性类改用 @Component 显式注册
